Phillip B. Cutler, P.E. is a Licensed Professional Engineer with more than 45 years of experience in engineering, manufacturing, and quality system leadership, including over two decades focused on precast concrete quality assurance and plant certification. He has played a central role in the development, governance, and continuous improvement of ANAB-accredited quality programs serving hundreds of precast concrete manufacturing facilities nationwide.

Throughout his career with the National Precast Concrete Association (NPCA), Phil provided executive oversight of the NPCA Plant Certification Program (ISO/IEC 17065), working closely with manufacturers, auditors, and industry leadership to strengthen audit integrity, regulatory alignment, and operational consistency. He is known for translating standards and requirements into practical, implementable quality systems that improve compliance, reduce risk, and enhance manufacturing performance.

Phil brings deep expertise in precast concrete quality systems, audit preparation and oversight, root cause and corrective action, manufacturing process improvement, and technical standards interpretation. His approach is pragmatic, collaborative, and grounded in decades of hands-on engineering and manufacturing experience.
